Descriere
Numite si autoritati contractante, autoritatile publice (orase, ministere, universitati, companii de servicii sau utilitati etc) desfasoara activitati de achizitii publice, avand ca obiect obtinerea de lucrari, servicii sau produse, in baza unor contracte de achizitie.
In Romania, se estimeaza o valoare de aproximativ 20 miliarde de euro directionati spre contracte de achizitii publice, anual. Mai mult decat atat, contractele de achizitii publice inseamna 16% din PIB, aproximativ 300 miliarde de euro.
Regula de baza pana la castigarea licitatiilor publice si semnarea contractelor de achizitie este garantarea procedurilor de atribuire, in concordanta cu regulile privind libera concurenta. Altel spus, scopul unei garantii de participare la licitatie este sa asigure faptul ca licitatorul nu isi retrage sau modifica oferta inainte ca aceasta sa fie adjudecata si ca acesta va accepta si va semna contractul in cazul in care licitatia este castigata de el.
Un prim pas important este alegerea tipului de licitatie a carui profit pare cel mai mare pentru dvs. Recomandam sa nu fie trecuta cu vederea analiza concurentilor ofertanti.
Exista mai multe tipuri de licitatii
Licitatii deschise – de cele mai multe ori se organizeaza intr-o singura etapa si in mod exceptional, in plus o licitatie online. Are loc preselectia participantilor la licitatie, urmare a depunerii anuntului de participare. Se stabilesc conditii minime din partea autoritatii contractante in ceea ce priveste selectia participantilor, in functie de profilul economic financiar si starea tehnica a fiecarui solicitant.
Licitatia restransa – orice operator economic poate veni cu o oferta. Doar cei selectati pot depune aceasta oferta.Procedura se anuleaza atunci cand numarul candidatilor selectati este mai mic decat cel precizat in anuntul de participare sau continua la etapa 2 daca exista cel putin un candidat care a indeplinit criteriile de selectie.
Negocierea competitiva – orice operator economic depunde o solicitare de participare dupa publicarea anuntului de participare. Ulterior, autoritatea contractanta decide candidatii care indeplinesc criteriile de selectie. Acestia depun ulterior ofertele in baza carora autoritatea va incepe negocierile.
Dialogul competitiv – orice operator economic are drept de a depune o solicitare de participare dupa publicarea anuntului de participare. Uleterior, autoritatea contractanta decide care dintre solicitanti poate intra in etapa de dialog.
Parteneriatul pentru inovare – similar cu negocierea competitiva
Procedura simplificata – presupune una sau mai multe etape de selectie a candidatilor, dar si negocierea ofertelor. Autoritatea contractanta poate consulta lista operatorilor economici agreati.
Pasi importanti pentru participarea la licitatii publice
- Asigurati-va ca ati inteles nevoia autoritatii contractante
- Asigurati-va garantia de participare la licitatii pentru a nu bloca sume de bani
- Realizarea unui plan de actiune: termene limita, cererea de participare, caietul de sarcini, documente pregatite din timp, testarea sistemului de achizitii online, detinerea unei semnaturi electronice.
- Oferiti informatii utile pentru beneficiar, usor iesite din tiparul formal. Recomandam sa nuu aglomerati cu materiale publicitare care pot fi usor ignorate.
Odata ce o persoana juridica isi depune oferta, nu mai are dreptul sa o retraga, motiv pentru care autoritatile contractante solicita garantii.
Urmatorul pas dupa atribuirea contractului este includerea in dosar a unei Garanții de bună execuție.
Garantia de participare la licitatii, este un instrument de garantare ce poate fi solicitat fiecarui Ofertant care participa la o procedura de atribuire a contractelor de achizitie publica, a contractelor de concesiune de lucrari publice si a contractelor de concesiune de servicii. Aceasta are rolul de a proteja Beneficiarul (Organizatorul) licitatiei fata de un eventual comportament necorespunzator al Ofertantului pe toata perioada de valabilitate a ofertei depuse pana la incheierea contractului de achizitie publica sau a acordului cadru. Nu poate depasi 2% din valoarea estimata a acestuia.

Hello everyone! I’d like to announce that I am working on a save editor for Grand Theft Auto: Liberty City Stories! The project is currently a work-in-progress and I will release it to the public when it is complete. I began working on the tool in early February and had originally planned to release it in late March, but college, life, and other things have gotten in the way and development has been taking longer than expected. So instead, I’ve decided to make people aware of the project and provide a place to give out information as development unfolds. All save file research and program development was conducted by me. After many revisions, IRL life changes, and countless days feeling like I bit off more than I can chew with this project, I’m happy to announce that the project is finally in a state I’m comfortable releasing.
There’s a bit of a caveat here: the save will more than likely contain a colon (:) character, which isn’t allowed in Windows files names. So when you try to extract the save, it’ll fail silently and appear like nothing happened. The solution is to rename the file in the PS2 Save Builder by triple-clicking on the file and removing the colon.
Now, right-click on the file, select Extract, and now you can open the extracted save in the save editor. When you’re done editing, use PS2 Save Builder to add the edited file to the archive, save, and re-import the archive into the PCSX2 virtual memory card using mymc.Note: If you’re comfortable using the command-line, you can do all of this in less steps using the „mymc extract” and „mymc add” commands.

Hmm, after setting „EncryptSave” to „False” in ppsspp.ini, are loading your game and then re-saving it? Also, make sure your ppsspp.ini file doesn’t have both „EncryptSave = True” and „EncryptSave = False” inside of it.If you’re still having trouble, you can send me your save and I can decrypt it for you. Possibly, but not any time soon. The problem with supporting re:LCS is that it uses the Vice City save format (last time I checked), which is very different than the native LCS save format, meaning I’d need to re-write a large portion of the save editor in order to add support. Maybe if I’m feeling ambitious.
That being said, I am working on a big update for the GTA3 Save Editor and GTA3 saves are very similar to GTAVC saves, so it may be possible to port some of the functionality from the GTA3 Save Editor over to this save editor for re:LCS support. We’ll see… no guarantees though.
well thanksi tried to open the save file with vc editor and it opened and i was able to change the health and weapons other than that is undefined, can’t load garages because there are none and something like that
I talked about this a few posts up. Basically I need to do a large overhaul of the save editor to support re:LCS saves (since it saves using the Vice City format).I’ll probably support re:LCS in the future, but I’ve got other plans at the moment, one of them being a big update for the GTA3 Save Editor.
For example, before you can do anything in Stornway, Erinn has to ask you to escort her there (after bringing her the inny she will join you). If she hasn’t joined you, then the events in Stornway won’t work.
The save state editor can be used to edit numerous things, but it does not have all of the „switches” that progress the story. (If you have done any programming with RPG Maker 2000, then you know what I mean by switches). I would suggest using RM2K, but I don’t think it can be downloaded; you would need to find someone who has it, or find it on mediafire or a similar site.
By advancing into the game without first activating several events, the game will prevents you from progressing so as not to screw up the gameplay. It’s just like what Wes said, you need to activate the „switches” that would allow you to progress through the game

About the level 6 thing, the problem isn’t there, you should actually be able talk to Erinn (6 times so as to raise the level of the Inn in the game).
